For PMSS 2 Requirements
TWD & Associates is a highly capable and reliable provider of program management,
information technology, and other professional support services to a broad range
of government customers. TWD is an employee owned business and as such, we believe
our employees provide the highest level of service possible as their individual
efforts directly affect the health of our business and their personal stake in its
success. TWD encourages its employee-owners to think creatively about their customers'
problems and bring innovative solutions to bear on those problems. Currently at
260+ employees strong, TWD provides support services to government activities throughout
the Washington, DC metropolitan area including the Executive Office of the President
(EOP), Department of Homeland Security (DHS), Department of Defense, Department
of State, the International Trade Commission, and the Federal Bureau of Investigation.
DHS is our largest customer with support services concentrated in the DHS Headquarters
at the Nebraska Avenue Complex, the US Secret Service and the Federal Emergency
Management Agency.
The following paragraphs describe work that TWD is doing as a result of SeaPort
Enhanced contract awards. TWD has 9 SeaPort Enhanced contracts that we are currently
executing: 3 as Prime and 6 as as subcontractor.
At the Naval Sea Systems Command (NAVSEA), our analysts, engineers and managers
support numerous process changes and re-engineering efforts for specific acquisition
reform initiatives and general management efficiency improvement; financial management
activities, acquisition documentation development, and various IT activities.
In one of our most recent contract awards, TWD has provided professional support
services to the Anti-Terrorism Afloat Program Office (PMS480). TWD assisted in the
development of mandatory documentation for the Shipboard Protection System (SPS)
program to achieve the Milestone B Decision. We also assisted in the program initiating
documentation and studies for the Naval Coastal Warfare program and integration/coordination
of the needs of the Commander of Naval Installation (CNI) for shore-base Physical
Security Equipment to provide security for all Navy installations.
In support of the Program Executive Offices for Integrated Warfare Systems (PEO
IWS), TWD has provided Acquisition, Contract Management, and Financial Management
support to several of their Directorates (IWS 1.0 Integrated Combat Systems, IWS
3.0 Surface Ship Weapons, and IWS 5.0 Undersea Systems). TWD analysts provide Procurement
Request Documentation, Technical Instruction, Data Management, and Budget Development
& Execution activities in support of these Program Offices.
At NAVSEA, TWD provides IT infrastructure operations and maintenance support, telecommunications
services support, and multimedia and videoconferencing support to the Naval Sea
Systems Command (NAVSEA) Command Information Officer. TWD provides specific support
to NAVSEA in the following areas: IT Legacy Network Operation - Tier I (Call Center),
Tier II (User Support), and Tier III (Advance System Group) operations; Programmatic
Support for the Financial and Budgetary operations of the CIO, Clinger Cohen compliance;
telecommunications services for cellular telephones, personal data devices and telecommunications
billing; and videoconferencing and multimedia management for the NAVSEA Washington
Navy Yard (WNY) facilities and six associated field activities to support programmatic
goals. TWD provides the NAVSEA Legacy Network with system administration, server
management, and classified system support to facilitate consistent operations prior,
during, and post Navy-Marine Corps Intranet (NMCI) transition. The associated duties
include legacy systems installation, consisting of system deployment, desktop management,
and NMCI transition life cycle support. TWD employs several layers of expertise
in support of the NAVSEA Help Desk for more than 3,200 users within NAVSEA headquarters.
Telecommunications support provided to the NAVSEA CIO specifically addresses the
control, issue and maintenance of cellular telephones and Blackberry equipment issued
to both government and identified contractor support personnel. Equipment is tracked
from initial receipt by the NAVSEA through issuance and final disposal. TWD technicians
also handle individual user training, maintenance support and equipment repair.
Management of the telecommunications bills is supported by validating the vendor
bills upon receipt, resolution of identified descrepancies, resolution of improper
charges and preparation of documentation submitted for payment through the appropriate
Navy offices. Telecommunications support is additionally provided for the implementation
and transfer of the NAVSEA Voice over Internet Protocol (VOIP) and analog telephone
systems to NMCI.
The multimedia and videoconferencing support provided to the NAVSEA CIO office includes
the capture of end user support requirements via email or telephone; the scheduling
of requirements in a Global Scheduling System application; distribution of scheduled
events to identified meeting participants, audiovisual support personnel and videoconferencing
support personnel; meeting setup and support for end user meeting requirements for
computer connectivity, video display, audio conferencing, and videoconferencing.
Requirements for both audio and video conferencing are coordinated with external
meeting participants as identified by the meeting event sponsors. Classified internal
meeting support is provided upon request in specifically identified conference rooms.
Secure videoconferencing support is provided both at the NAVSEA HQ campus and at
field activities outside the local area. These offices include Pascagoula MS and
Bath ME; NSWC Port Hueneme CA; SCSC NASA Goddard Space Flight Center, Wallop's Island
VA; NSWC Dahlgren VA; and NWSC Crane IN. TWD has supported the design, installation,
integration, operation, maintenance, hardware refresh, system upgrades, telecommunications,
and management of these remote locations for more than 10 years. In addition, secure
audio conferencing is supported through a managed secure audio bridge system. TWD
also provides for the management and tracking of funding identified for the acquisition
of all multimedia, videoconferencing and IT related hardware outside the NMCI.
